joseph 36b0ddd270 feat: add dev shell and tooling 
Add a flake-parts devShell (alejandra, deadnix, nixd, prek, just, git)
with a shellHook that sets pull.rebase and installs prek git hooks.
Wire in direnv (.envrc), a justfile, and prek config.
